\u201cBased on the notions put forward by the Ministry of the Interior and the State Security Service regarding the new concept of secret intelligence operations, we suggest taking advantage of the new legislation on business organizations (Act VI of 1988) to provide cover for the staff and guarantee safe operations for the subdivision by setting up a business company.
